The annual Judicial Court Annual Continuation Budget Plan is not as transparent as the plans submitted by the three courts in an effort to provide a full and fair process and to provide the public with a clear picture of where the courts stand. (f) The continued necessity of the court system requires that North Carolina's high court provide a level of service to the people of North Carolina that will continue to provide the high quality court services that are the core of our constitutional system of justice. A continuing responsibility of the high court is to protect constitutional rights, to promote public confidence in the courts and courts, and to make decisions that are responsive to the highest interests of the people of North Carolina and the state.
